William Kelso Flournoy IV, a 25-year-old man who identifies as a transgender woman online under the name “Izzy” or “Isabelle,” has been arrested and charged with raping a 6-month-old baby girl and distributing child pornography. According to reporting by Reduxx, Flournoy had access to vulnerable children through a volunteer position at a homeless youth shelter in Tacoma, Washington.
The Tacoma Police Department launched its investigation after receiving a tip from Google through a database specifically designed to flag internet crimes against children. What triggered that tip was Flournoy allegedly uploading a photo and video of himself sexually assaulting the infant. According to Reduxx, “The tip had flagged a photo uploaded through Google described as depicting an ‘adult man, on his knees with a small infant in front of him.’ The man, whose face was not visible in the photo, was penetrating the infant girl vaginally using his penis.”
Detectives identified Flournoy as the perpetrator “using both an IP address associated with the CyberTip, and by comparing identifying physical features noted from the child sexual abuse image.” Specifically, “a detective confirmed that Flournoy had ‘two distinct moles’ on his hands which had been clearly visible in the photo.”

After the infant victim was located, her parents confirmed her identity. According to The National Pulse, the victim’s parents told investigators that “in 2023, while living in a motel and working multiple jobs, they had invited Flournoy and his partner to stay with them and assist with childcare.” The infant had two siblings who also had contact with Flournoy, and investigators are actively working to determine whether they were also victimized.
In July 2025, Flournoy was separately charged with possessing and distributing child pornography. Court documents revealed that files found on his Google account included what investigators described as “voyeuristic-style” photos of clothed females ages 12–18, and video of Flournoy masturbating on the steps of the homeless youth shelter where he volunteered. In total, there were six other reports associated with his digital accounts.
At his arraignment, Flournoy pleaded not guilty. His bail has been set at $1 million.
