(DC Pundit) – Democratic Congresswoman Delia Ramirez, representing Illinois’ 3rd Congressional District since 2023, has once again made headlines, this time for remarks that have conservatives shaking their heads in disbelief. At the Netroots Nations conference, Ramirez insisted that the federal Immigration and Customs Enforcement (ICE) agency is, in her own phrasing, a “terrorist organization.”
During her speech, Ramirez addressed the audience directly: “Well Tom Homan, let me tell you all over the country we will continue to stand up for our rights. We will continue to call out the terrorist organization that is ICE.” Homan has long been a target for progressive activists who oppose strict immigration enforcement, but Ramirez’s rhetoric takes that criticism to a level most Americans would find extreme.
Illinois Rep. Delia Ramirez, who is the daughter of illegal aliens and recently said she considers herself a "proud Guatemalan before an American," calls ICE a "terrorist organization."

Netroots Nations, the organization hosting the event, is a non-profit that holds an annual convention designed to provide “trainings, resources and connection opportunities to help progressive activists create a more progressive and just world.” In other words, the conference is a networking hub for left-wing activists, where attacks on law enforcement agencies like ICE are often celebrated rather than questioned.

This isn’t the first time Ramirez has raised eyebrows with her statements on national loyalty and immigration. She herself is widely cited as an “anchor baby,” born in the U.S. to parents who reportedly entered the country illegally, a fact that progressives often cite as proof of the benefits of birthright citizenship.
Ramirez has also previously expressed more allegiance to Guatemala than to the United States. During an event in Mexico City, she stated, “I’m a proud Guatemalan before I’m an American.” The remark drew swift backlash, with many conservatives calling for her to be denaturalized or even deported, a response Ramirez’s critics say highlights a fundamental disconnect between her personal priorities and her responsibilities as a U.S. lawmaker.
Denaturalize and deport. I’m not even close to kidding. https://t.co/plPmzrSlWq

“There is no room in this country for hyphenated Americanism…Americanism is a matter of the spirit and of the soul. Our allegiance must be purely to the United States. We must unsparingly condemn any man who holds any other allegiance.”

Her rhetoric is already fueling debates about the direction of the Democratic Party. Between attacking ICE, questioning border security policies, and openly expressing greater loyalty to a foreign country, Ramirez is positioning herself as a figurehead for a radical wing of the party that prioritizes open borders and progressive activism over law and order.
While ICE agents work to enforce immigration laws and protect U.S. citizens, Ramirez’s remarks frame those efforts as criminal or even “terroristic,” a narrative that could have real-world consequences for public perception of law enforcement.
In short, Delia Ramirez is doubling down on her radical positions, and her remarks serve as yet another reminder why conservatives fight for strong leadership in Washington.
