(DC Pundit) – Arizona Governor Katie Hobbs has been cleared of criminal charges by the state’s Democratic Attorney General in a pay-to-play investigation involving hundreds of thousands of dollars in donations from a major state contractor, and if you’re shocked by that outcome, you haven’t been paying attention to how Democrats protect their own.
Attorney General Kris Mayes announced Friday that her office would not bring criminal charges against Hobbs over her administration’s dealings with Sunshine Residential Homes. Let’s walk through the numbers, because they are genuinely staggering.
Sunshine donated $200,000 to the Arizona Democratic Party ahead of Hobbs’ contested 2022 victory over Republican Kari Lake. The company then contributed $100,000 to Hobbs’ inaugural fund and another $100,000 to the state Democratic Party in August 2023. Company founder Simon Kottoor and his wife also donated a combined $10,000 directly to Hobbs’ gubernatorial campaigns. Total donations to Democratic causes and Hobbs specifically: $410,000.
What did Sunshine get in return? After the company’s initial requests for a rate increase were rejected, it received a 30 percent reimbursement hike in May 2023, less than six months after Hobbs took office, taking its payment from $149 to $195 per foster-care bed. Sunshine was one of only two providers granted an increase during that entire contracting period.

Hobbs has denied any wrongdoing and claims she played no role in approving the rate increase. She declined to sit for an interview with investigators, choosing instead to submit written statements through her attorneys.
Mayes insists the evidence did not meet the threshold for bribery. “After two years of investigation, consisting of multiple interviews, reviews of campaign-finance records, procurement records, bank documents, and State emails and chats, totaling over one terabyte of data, including more than 100,000 documents, the investigation has not uncovered any evidence of the necessary quid pro quo to support a bribery charge,” she said in a statement.
A Democratic attorney general investigated a Democratic governor and found no evidence of wrongdoing. What a shock.
The story does not end here, however. A separate investigation involving Republican Maricopa County Attorney Rachel Mitchell and Arizona’s auditor general remains active and ongoing. That investigation operates outside the protective umbrella of a Democratic AG’s office, which means the scrutiny on Hobbs is not finished.
Hobbs is running for a second four-year term as governor and will face Republican Representative Andy Biggs in November.
