(DC Pundit) – For decades, America’s most prestigious universities have been cashing checks from some of the world’s most hostile foreign governments — and doing so with barely a whisper of accountability. Thanks to the Trump administration, that party may finally be over.
Newly released Department of Education data reveals that U.S. higher education institutions have accepted a staggering $72.1 billion in foreign funding since federal disclosure requirements took effect in 1986. In 2025 alone, colleges and universities reported roughly 8,300 foreign transactions totaling $5.2 billion. Let that sink in for a moment.
The biggest all-time foreign donor was Qatar at $8.8 billion, followed by China at $6.8 billion, Germany at $4.9 billion, Saudi Arabia at $4.4 billion, and England at $4.3 billion. In 2025 specifically, Qatar accounted for $1.1 billion, while China contributed $528 million. Harvard has accepted $4.5 billion in foreign funding since 1986, Cornell $4.2 billion, Carnegie Mellon $3.9 billion, MIT $3.7 billion, and the University of Pennsylvania $2.9 billion.
It gets worse. Nearly $405 million was transferred to American universities by foreign entities that have been sanctioned by the U.S. government — including Russia’s Skolkovo Foundation and multiple Chinese institutions tied directly to the Chinese Communist Party and the People’s Liberation Army, such as Huawei Technologies and Sun Yat-sen University. So the same universities hosting “social justice” seminars and lecturing everyone about American foreign policy were quietly pocketing cash from communist China and sanctioned Russian entities. Remarkable.
President Trump moved to confront this mess directly, signing an executive order last April requiring full transparency on foreign influence at American universities. The order declared that protecting America’s educational, cultural, and national security interests requires complete disclosure and an end to the secrecy surrounding foreign funds in higher education.
“The American people now have unprecedented visibility into the foreign dollars flowing into our colleges and universities — including funding from countries and entities that are involved in activities that threaten America’s national security,” Education Secretary Linda McMahon stated following the data release.
Since January 20, 2025, the Department of Education has launched four new Section 117 investigations into Harvard, the University of Pennsylvania, UC Berkeley, and the University of Michigan. This mirrors the aggressive enforcement of Trump’s first term, which uncovered billions in previously unreported foreign funds — efforts that were quietly shelved during the Biden years. Shocker.
